I noticed that the webpage stated " Background and a Brief History and Guide to the Illinois Judicial System." They also said " An Introductory Guide to the Judicial System of Election and Appointment. Judicial Qualifications, Terms, and Titles. The Circuit Courts Jurisdiction, Titles, and Terms." The meta header had Leigh Bienen as the first optimized keyword. This keyword is followed by Leigh Buchanan Bienen, Illinois judges, and Illinois State Judges which isn't as important as Leigh Bienen. The other words illinoisjudges.law.northwestern.edu used was Illinois judicial elections. Illinois Supreme Court is included but could not be understood by web engines.
